Tender Description
Pakistan Navy Military Engineer Services invites applications along with all credentials for prequalification of firms and contractors at HQ DW&CE (Navy), Sector E-8, Naval Complex, Islamabad. The prequalification is for issuance of tenders against works under Clause 13, 15 and 16 of PPRA Rules-2004.
Items being procured:
- Rehabilitation of civil works at Karachi
- Repair / Roof treatment of residential accommodation at Mauripur
- Construction of civil work at Karachi
- Construction of 1st floor on existing accommodation at Makran
- Construction of 1st floor on existing building at Sujawal
The scope covers civil construction and repair works at multiple locations including Karachi, Mauripur, Makran, and Sujawal. Firms must be enlisted with MES in category 'A' & 'B' or other government departments with relevant experience. Applicants must submit a company profile including details of similar works completed in last five years, list of enrolled manpower with valid PEC numbers, details of tools, plants & machinery, bank statements for last two years, and valid NTN, FBR, PEC, and MES registration certificates.
Firms not registered or renewing registration with Pakistan Engineering Council by 30th June 2027 will not be considered. Prequalified firms will be issued tender documents upon depositing bid security equal to 2% of quoted bid cost in favor of DW&CE (Navy) Islamabad. This amount is refundable to unsuccessful bidders.
Tenders must be received at HQ DW&CE (Navy), Sector E-8, Naval Complex, Islamabad by 1130 hrs on 07 Sep 2026 and will be opened the same day at 1200 hours. Bids will be evaluated as per criteria formulated by HQ DW&CE (N). The lowest evaluated responsive bid will be accepted. The Accepting Officer reserves the right to reject any or all applications under PPRA rules-2004.
Bidders are advised to ensure complete and accurate documentation to avoid disqualification. Timely submission before the deadline is critical to participate in this prequalification process.
