Pre-Qualification of Firms/Contractors for Construction and Installation Works by Military Engineer Services

Applications are invited by the Military Engineer Services (MES) HQ DW&CE (Navy), Sector E-8, Naval Complex, Islamabad for pre-qualification of firms and contractors. This pre-qualification is for the issuance of tenders against various construction and installation works under the PPRA Rules-2004. Items being procured: - Construction of Water Reservoir at Karachi - Provision of Lights in Football Ground at Islamabad - Provision / Installation of Fire Alarm & Ventilation System at Islamabad - Provision / Installation of Fire Fighting System at Islamabad - Provision / Installation of Electrical Power Distribution Setup at Ormara - Repair / Replacement of Internal Electric Wiring & Fitting Fixture at Mauripur - Repair / Replacement of Internal Water Supply & Sui Gas Fitting / Fixture at Mauripur - Provision / Installation of 08 x Supply Points with Rectifier, Transformer & VCBs at Dockyard The scope includes civil construction, electrical wiring, installation of fire safety and ventilation systems, and repair works at multiple locations including Karachi, Islamabad, Ormara, Mauripur, and Dockyard. Firms must be enlisted with MES in category 'A' & 'B' or other government departments with relevant experience. Applicants must provide a company profile including details of similar works completed in the last five years, list of manpower with valid PEC numbers, details of tools and machinery, bank statements for the last two years, and valid NTN, FBR, PEC, and MES registration certificates. Firms not registered or renewing their Pakistan Engineering Council registration by 30th June 2027 will not be considered. Prequalified firms will be issued tender documents upon depositing bid security equal to 2% of the quoted bid cost in favor of DW&CE (Navy) Islamabad. Tenders must be received at HQ DW&CE (Navy), Sector E-8, Naval Complex, Islamabad by 1130 hours on 12 October 2026 and will be opened the same day at 1200 hours. Bidders are advised to ensure complete documentation and timely submission to avoid disqualification.
