Tender Description
The National Assembly Secretariat in Islamabad Capital Territory invites applications for the Pre-Qualification of Firms/Workshops specialized in the Repair and Maintenance of Official Vehicles and Motorcycles. This open framework agreement aims to prequalify capable suppliers for subsequent call-off contracts over a 24-month period starting November 2, 2026. Items being procured include:
- Repair and Maintenance of Vehicles
- Supply of Tyres, Tubes, and Flaps
- Supply of Batteries
- Repair and Maintenance of Motorcycles
The scope covers comprehensive automotive services such as mechanical repairs, engine and transmission work, braking and suspension, auto-electrical and electronic repairs, air-conditioning services, body and interior works, supply and installation of genuine spare parts, breakdown assistance, towing, testing, and warranty support. For tyres and batteries, supply, fitting, testing, replacement, warranty, and disposal services are included.
Eligible firms must be registered with FBR, possess NTN and GST certificates, and be listed on the Active Taxpayers List. A bid security of PKR 50,000 in the form of a bank draft or CDR is required. Firms must maintain fully operational workshops within Islamabad or Rawalpindi and have a minimum of three years' experience in similar government or semi-government contracts. The prequalification will be category-wise, with the top scoring firms selected for each category. Performance guarantees and undertakings against blacklisting are mandatory.
Applications must be submitted electronically via the EPADS v2.0 portal by 02:30 PM on Monday, October 5, 2026. Late or manual submissions will not be accepted. The technical bid opening will occur the same day at 03:00 PM. Interested bidders should carefully review the detailed eligibility and qualification criteria, including PEC categories, turnover requirements, and warranty obligations. One practical tip for bidders is to ensure all supporting documents are meticulously prepared and uploaded in the correct order on EPADS to avoid disqualification.
This prequalification provides an opportunity to join the National Assembly Secretariat's panel for vehicle and motorcycle maintenance services, with work awarded based on lowest quotations and service proximity. The Secretariat reserves the right to accept or reject any application or cancel the process under Public Procurement Rules, 2004.
