Tender Description
The National Disaster Management Authority (NDMA) Islamabad Capital Territory is inviting applications for the pre-qualification of freight forwarders. This procurement is specifically for the fiscal year 2025-26 and aims to identify qualified service providers capable of handling international freight forwarding and logistics services for relief goods and related items across Pakistan.
The scope includes comprehensive international freight handling via air, sea (FCL/LCL), and land transportation, customs clearance including duty and tax processing, inland transportation to designated warehouses or project sites, warehousing and inventory management, and documentation compliance with national and international regulations. Additional services include real-time tracking, handling of specialized cargo such as temperature-controlled or hazardous goods, emergency logistics support with rapid mobilization within 24 to 72 hours, insurance facilitation, and coordination with airlines, shipping lines, port authorities, and government agencies.
Eligible applicants must hold valid membership certificates from the Pakistan International Freight Forwarders Association, possess a valid Freight Forwarding/Clearing Agent License issued by Pakistan Customs with an active WeBOC/PSW profile, and be registered with Pakistan Customs. Firms must not be blacklisted and should provide audited financial statements for the last three fiscal years, demonstrating an average annual turnover between PKR 150 to 200 million and financial liquidity of at least PKR 35 to 40 million. Experience requirements include successful completion of at least three logistics contracts valued at PKR 40 to 50 million each within the last five years.
The technical evaluation will be based on criteria such as general and relevant experience, financial capacity, operational network, human resources competence, client portfolio, compliance certifications, and emergency response capability. The minimum passing technical score is 70 out of 100.
Applications must be submitted electronically through the e-Pak Acquisition and Disposal System (EPADS) v2.0 by Monday, June 1, 2026, at 11:00 AM. Late or manual submissions will not be accepted. Interested bidders are advised to carefully prepare their technical bids including all required documentation such as CDRs, affidavits, and financial proofs. A practical tip for bidders is to ensure timely registration and familiarization with the EPADS platform to avoid last-minute technical issues during submission.
This pre-qualification is a critical step for firms aiming to participate in subsequent bidding processes and contract awards with NDMA for freight forwarding services essential to disaster management and relief operations in Pakistan.
