Pre-qualification of Hired Mechanical Transport Contractors for Aviation Fuel Transportation

The Pakistan Air Force (PAF) invites applications for prequalification of reputable and financially sound Hired Mechanical Transport (HMT) contractors for the period 2027-30. This opportunity is for contractors with a minimum of 5 years of experience in heavy transport fleet management and registered mechanical transport contractors for transporting aviation fuel from Karachi-based Oil Refineries / OMCs and PARCO (Mehmood Kot) Terminal to all PAF Bases and Units across Pakistan. Items being procured: - Transportation of aviation fuel using tankers with a capacity of 48,000 liters Interested parties must own tankers equipped with the latest safety and handling equipment, preferably satellite-based tracker systems, and comply with NHA / OGRA notified technical safety standards. The fleet must have requisite management experience to provide safe, timely, and high-quality service. Applicants must provide detailed company profiles, ownership status, CNIC copies of owners/partners/key personnel, registration certificates, previous and ongoing contracts (especially with PAF), vehicle details including registration, model, make, year of purchase, loading capacity, and pictures. The life of HMT vehicles must not exceed 10 years. Additional requirements include details of product handling, quality certifications, fire extinguishers, coupling and earthing systems, HR management, satellite tracker systems, financial stability certificates, sales tax and income tax registration and returns, ISO-9001 certifications, transport HSE system, driver training records, workshop and haulage base facilities at Karachi and other locations, litigation details, driver payment and incentives, and any other relevant information. Preference will be given to companies owning at least 50 HMTs, ISO 9001 certified, fitted with satellite-based tracker systems, and meeting OGRA and HSE safety standards. Applications marked 'Pre-qualification of Hired Mechanical Transport Contractors' must be submitted to OC No 1 Petroleum Despatch Unit, PAF, opposite Army Embarkation HQ, KPT Parking, near W 11 Bus Stand Keamari, Karachi by 10 November 2026 during working hours (0800 to 1400 hrs).
