Pre-Qualification for the Establishment of PMD National Operations Centre

Pakistan Meteorological Department Islamabad invites applications for pre-qualification of firms registered with sales tax and income tax departments and active on the Active Tax Payer List (ATL) of FBR for the financial year 2026-27 under PPRA rules. The pre-qualification is for the establishment of the PMD National Operations Centre. Items being procured: - Pre-Qualification for the Establishment of PMD National Operations Centre The schedule for collection, submission, and opening of pre-qualification documents is as follows: documents can be collected and submitted free of cost through the concerned websites till 12th October 2026 by 10:30 Hrs via PPRA EPADS (2.0). The opening of sealed proposals will be on 12th October 2026 at 11:00 Hrs at PMD Headquarters, H-8/2 Islamabad. Firms must provide name, postal address, phone, fax number, experience record, current works in progress, financial position including bank statements for last two years, bank guarantees, and credit/loan limits with any bank. Relevant documents can be obtained from https://weather.gov.pk, https://pa.epads.gov.pk, and https://epms.ppra.gov.pk. Bidding will be conducted through Single Stage Two Envelope Bidding Procedure. Bids received within stipulated date and time will be opened in presence of bidders or authorized representatives. The procuring agency reserves the right to accept or reject any or all proposals as per PPRA Rules 2004. Technical scope involves establishing a national operations centre for meteorological services with required infrastructure and systems. Eligibility requires firms to be registered with sales and income tax departments, active on ATL, and capable of meeting financial and experience criteria. Submission must be done online through PPRA E-PADS 2.0 and original bids submitted in hard form to I&P Section, PMD Headquarters Islamabad.
