Pre-Qualification of Printing Presses and Firms for FY 2026-2027

The Directorate of Electronic Media and Publications (NA) Islamabad invites applications for the pre-qualification of printing presses and firms for the financial year 2026-2027. This procurement is specifically for printing services to be provided to the Directorate based in Islamabad. Interested firms must demonstrate adequate technical soundness and requisite experience to meet the Directorate's latest printing requirements on a competitive basis. Items being procured: - Pre-qualification of printing presses and firms capable of providing printing services The technical scope includes possessing in-house designing/composing facilities with required hardware and software, laser scanners, image setters, automatic film processing systems, laser printers, contract cabinets for film making, automatic film processors, four colour offset printing machines not older than 10 years, offset printing machines, automatic page folding, perforating, stitching, lamination, hot glue binding machines, automatic die-cutting machines, automatic pasting machines, and manual/automatic/computerized paper cutting machines. The printing work must be of very high standard and delivered within 7 to 15 days from finalization of design. The firm must also ensure delivery of printed material to the Directorate's Central Distribution Cell at B.F. Building, Islamabad at its own expense. Eligibility criteria include a minimum of five years of similar working experience supported by documentary evidence, NTN/STRN and Vendor Number of AGPR, Active Taxpayer List (ATL) registration with FBR, annual turnover of at least PKR 5 million for the last two financial years, and possession of required machinery and technical human resources. Applicants must provide copies of CNIC of the executive, bank statements, press declaration/certificate, and samples of coffee table publications if available. Physical verification of printing presses will be conducted by the Directorate. The deadline for submission of applications is **July 30, 2026 at 11:30 AM** through EPADS v2.0 only. Manual submissions will not be entertained. Applications must be submitted in English and include all required documents such as NTN, Active Taxpayer Certificate, Bid Security, and firm profile. The original bid security must be submitted to the Directorate at B.F. Building, Room No. 18, Block B-1, 2nd Floor, Zero Point, Islamabad. A practical tip for bidders: Ensure your EPADS v2.0 registration is complete and up to date well before the deadline, as only registered bidders on this platform will be considered. Also, carefully prepare your technical and financial documents to meet the evaluation criteria, as incomplete submissions may lead to disqualification.
