Pre-Qualification for Repair, Fire Hydrants Provision and Hospital Construction Works by Military Engineer Services

Military Engineer Services (MES) invites applications along with all credentials for pre-qualification of firms and contractors by HQ DW&CE (Navy), Sector E-8, Naval Complex, Islamabad. The pre-qualification is for issuance of tenders against the following works: - Repair / Replacement of Old Damaged Water Supply Line at Mauripur - Provision of Fire Hydrants at Gwadar - Construction of Central Sterilization and Storage Department at New 500 Bed Hospital Islamabad Firms enlisted with MES in category 'A' & 'B' or other government departments with relevant experience may apply. Applicants must submit a company profile including description of similar works completed in last five years with sponsoring agency details, list of enrolled manpower with valid PEC numbers, details of tools, plants & machinery, bank statements for last two years, and NTN, FBR, PEC, MES registration certificates. Firms not registered or renewing Pakistan Engineering Council registration by 30th June 2027 will not be considered. Pre-qualified firms will deposit bid security equal to 2% of quoted bid cost in favor of DW&CE (Navy) Islamabad. Tenders must be received at HQ DW&CE (Navy) Sector E8, Naval Complex, Islamabad by 1130 hours on 20 October 2026 and will be opened at 1200 hours the same day. Bids will be evaluated per HQ DW&CE(N) criteria and the lowest evaluated responsive bid will be accepted. The Accepting Officer reserves the right to reject any or all applications under PPRA rules 2004. Incomplete applications will not be entertained. Bidders should ensure all required documents and valid registrations are submitted timely to avoid disqualification. Early preparation of bid security and company profile is recommended to meet the strict deadline.
