Pre-Qualification for Industries and IT Firms for Training and Job Placement Program

The National Vocational and Technical Training Commission (NAVTTC) Procurement Cell in Islamabad Capital Territory is inviting applications for pre-qualification of Industries, Businesses, and IT Firms for a Training and Job Placement Program. This procurement aims to pre-qualify firms capable of delivering comprehensive training and job placement services under this program. The scope includes provision of training services aligned with NAVTTC standards, including mobilization strategies, curriculum development, certification, training infrastructure, and job placement commitments. Applicants must demonstrate capacity to deliver training with a minimum 60% job placement rate for program graduates domestically or internationally. The program requires firms to have relevant experience, financial strength, and industry linkages to ensure quality and sustainability. Eligibility criteria include valid PEC registration where applicable, FBR/ATL registration, and at least three years of relevant experience. Firms must submit audited financial statements showing average annual turnover thresholds and provide evidence of employer linkages and placement commitments. The technical bid will be evaluated on program design, industry partnerships, human resource capacity, and geographic reach. Applications must be submitted through EPADS v2.0 by the deadline of 17th June 2026 at 11:00 AM. Hard copies including bid security and all supporting documents must be delivered to DG (P&D), NAVTTC HQ, Kirthar Road, Sector H-9/4, Islamabad before the closing date and time. The opening of applications will be conducted on the same day at 11:30 AM via EPADS v2.0.
