Tender Description
The Ministry of National Food Security and Research Department of Plant Protection Karachi invites applications for enlistment of International Pre-Shipment Inspection/Survey Agencies. These agencies will conduct pre-shipment inspection of agricultural pesticides imported into Pakistan at the port of shipment or country of origin. The main objective is to ensure pesticide quality as per the Agricultural Pesticides Ordinance 1971 and its amendments. Items being procured:
- Pre-shipment inspection services for agricultural pesticides imported into Pakistan
The technical scope includes inspection at shipment ports or origin countries, ensuring compliance with national pesticide quality standards. Agencies must have international accreditation such as ILAC or GLOBAC and be registered with Pakistan Standards and Quality Control Authority (PSQCA). ISO certification and offices/laboratories in countries exporting pesticides to Pakistan are mandatory. Interested agencies should submit detailed profiles, past experience in pesticide inspection, coverage areas, logistics including laboratory equipment, and client details.
Eligibility requires registration with PSQCA, international accreditation, ISO certification, and operational presence in pesticide exporting countries. Agencies already enlisted must update documents. A non-refundable enlistment fee of PKR 50,000 applies for two years, with possible extension for another two years upon satisfactory performance for PKR 25,000.
The submission deadline is before the close of office hours on 10 August 2026. Applications must be sent to the Deputy Director (Registration), Department of Plant Protection, Jinnah Avenue, Malir Halt, Karachi.
