Preparation, Implementation and Certification services for ISO 9001, ISO/IEC 20000-1, for NTC Data Centers

The National Telecommunication Corporation (NTC) Islamabad invites bids for the preparation, implementation, and certification services for ISO 9001 and ISO/IEC 20000-1 standards specifically tailored for NTC Data Centers. This procurement is planned for the financial year 2026-27 and will be conducted through the National Telecommunication Corporation using the e-Pak Acquisition and Disposal System (EPADS) v2.0 platform. The scope includes comprehensive consultancy and certification services covering gap assessment, framework design, implementation, internal audits, certification support, and training of NTC personnel. Items being procured: - Establishment of Quality Management System (QMS) setup including gap assessment, framework design, implementation, internal audit, certifications support (1 job) - Certification of ISO 9001:2015 of NTC Data Centers, 1st successful certification audit (1 job) - Establishment of structured service management system (SMS) setup including gap assessment, framework design, implementation, internal audit, certifications support (1 job) - Certification for ISO/IEC 20000-1:2018 of NTC Data Centers (1 job) - Certification Renewal for ISO 9001:2015 of NTC Data Centers and first successful surveillance audit (1 job) - Certification Renewal for ISO 9001:2015 of NTC Data Centers and second successful surveillance audit (1 job) - Certification Renewal for ISO/IEC 20000-1:2018 of NTC Data Centers and first successful certification audit (1 job) - Certification Renewal for ISO/IEC 20000-1:2018 of NTC Data Centers and second successful certification audit (1 job) - Training and local certification of NTC Data Center resources (2 persons, twice) The technical scope includes conducting gap analysis against ISO standards, designing and implementing integrated QMS and SMS, conducting internal audits, facilitating certification audits with accredited bodies, and delivering professional training and certification to nominated NTC staff. The contract requires the successful bidder to provide all necessary documentation, reports, and certificates as deliverables. Eligibility criteria include valid FBR registration, relevant experience with at least four certifications in IT & Telecom organizations, employment of qualified human resources with certifications such as ISO/IEC 27001 Lead Auditor, CISSP, and CISM, a registered office in Islamabad or Rawalpindi, and a minimum average annual turnover of PKR 30 million. Bidders must also provide a judicial paper undertaking regarding blacklisting and ownership linkages. The contract duration for certifications and trainings is 15 weeks from the date of contract signing or issuance of go-ahead by NTC. Surveillance audits for subsequent years are also included with specified timelines. Bid security and performance guarantees are required as per the bidding documents. Bids must be submitted electronically via EPADS v2.0 by 10:00 AM on September 10, 2026. Manual submissions will not be accepted. The evaluation will follow Least Cost Based Selection (LCBS) technique. The procuring agency reserves the right to reject all bids and annul the procurement process without liability.
