Tender Description
Daanish University Trust under the Ministry of Federal Education and Professional Training invites applications for prequalification of experienced, technically sound, and financially capable construction firms for various civil works across its campuses in Islamabad. The scope includes construction of boundary walls, perimeter walls, gates, new office and academic blocks, renovation and remodeling of existing buildings, and repair and maintenance including civil, electrical, plumbing/sanitary and allied works. External development works such as paving, drainage, water supply, and sewerage are also included.
Items being procured:
- Construction of boundary walls, perimeter walls and gates
- New construction of office/administration blocks or other purpose-built blocks
- Renovation, remodeling and up-gradation of existing buildings
- Repair & maintenance (civil, electrical, plumbing/sanitary and allied works) of existing buildings and infrastructure
- External/site development works including paving, drainage, water supply and sewerage
The technical scope covers multi-disciplinary civil works at various campuses, requiring firms registered with Pakistan Engineering Council (PEC) in Category C-4 or above with relevant specialization codes. Firms must demonstrate experience with at least one completed contract of Rs. 50 million or more in the last five years for public sector organizations. The prequalification panel will be valid for two years and firms will be invited for specific work orders as needed.
Eligibility criteria include valid PEC registration, FBR and ICT sales tax registration, ATL status, no blacklisting, and minimum average annual turnover of Rs. 50 million over the last three years. Firms must submit a bid security of Rs. 500,000 in the form of CDR, Pay Order, Demand Draft or Bank Guarantee valid for 120 days from application opening.
Applications must be submitted in original hard copy by 1400 hours on August 6, 2026, to the Deputy Secretary (Daanish University Trust), Room No. 227, D-Block, Pak Secretariat, Islamabad. Late or incomplete submissions will be rejected. The technical bid evaluation includes experience, personnel capabilities, equipment capabilities, and financial soundness.
A practical tip for bidders: Ensure your PEC registration and FBR/ATL status are current and valid at the time of submission and throughout the panel validity period. Also, submit all required supporting documents including bid security in original to avoid disqualification.
