Prequalification of Laboratory Services for Marine Fuel Oil Analysis by Pakistan National Shipping Corporation

The Pakistan National Shipping Corporation (PNSC) invites applications for prequalification of laboratory services providers for the analysis of all types of marine fuel oils. This prequalification is subsequent to a closed framework agreement and aims to select qualified suppliers for Invitation to Bid(s) and to sign a closed framework agreement for on-demand analysis of marine fuel oil samples as per ISO 8217 latest standard 2017/2010, including TAN & SAN tests. Items being procured: - Laboratory services for analysis of marine fuel oils The scope includes testing marine fuels per sample according to international standards, with subsequent call-off contracts awarded to successful bidders. Only prequalified applicants will be eligible to participate in procurement proceedings. The closed framework agreement will be signed in October 2026 for a period of one year. Prequalification is open to all international applicants who meet eligibility requirements stated in the prequalification documents. Interested parties may obtain documents from PNSC Karachi during office hours 0930 to 1630 PKT or download from www.pnsc.com.pk after registration. Applications must be submitted by email only to bunker.foa@pnsc.com.pk by 11:00 AM PKT on September 14th, 2026. Applications will be opened the same day at 11:30 AM PKT in presence of applicants wishing to attend. PNSC reserves the right to accept or reject any or all bids as per Public Procurement Rules, 2004. Bidders should ensure timely submission by email and carefully follow the instructions in the prequalification documents to avoid disqualification.
