Prequalification for Open Framework Agreement for Non-Consultancy Services by Ministry of Human Rights

The Ministry of Human Rights, Government of Pakistan, invites applications for prequalification under an Open Framework Agreement for the procurement of non-consultancy services. This initiative is funded through Non-ADP payments and aims to establish a pool of prequalified firms/vendors for subsequent procurement proceedings over a period of 12 months. Items being procured: - Repair & Maintenance of Official Vehicles & Motorcycles - Repair & Maintenance of Furniture & Fixture, and Machinery and Equipment - Repair & Maintenance of Hardware/Office Equipment & IT Items and other IT Related software services - Non-Consultancy Services for Event Management (Conference and Seminars etc.) The Open Framework Agreement is designed to provide on-demand repair and maintenance services through subsequent Call-Off Contracts during the agreement period. The prequalification process is open to all national applicants who meet the eligibility criteria outlined in the Prequalification Documents. Interested parties can obtain these documents from the Ministry of Human Rights, Islamabad, through the EPADS v2.0 portal during office hours. Applications must be submitted electronically via EPADS v2.0 by Tuesday, 20-10-2026 at 11:33 a.m., with submissions closing at 11:38 a.m. Manual submissions will not be accepted. Vendors who are not registered on EPADS v2.0 are required to complete their registration at https://vendors.epads.gov.pk/. Guidance on registration and submission is available on the portal. Applicants should ensure compliance with all instructions in the Prequalification Documents. The Grievance Redressal Committee (GRC) has been notified for this procurement as per Rule 48 of the Public Procurement Rules, 2004.
