Tender Description
The Higher Education Commission (HEC), Islamabad, is inviting applications for prequalification of Printers and Vendors for the provision of various kinds of printshop goods and services. This procurement is specifically for Islamabad and Rawalpindi based suppliers who are registered with the Income Tax and Sales Tax Departments and are on the Active Taxpayers List of the Federal Board of Revenue. The scope of services includes a wide range of printshop activities such as designing services using software like Inpage, Adobe Photoshop, CorelDRAW, and others. Printing services cover digital, offset, screen printing, photocopying, and promotional materials including brochures, flyers, posters, business cards, diaries, envelopes, PVC and RFID cards, and apparel printing like T-shirts and banners. Large format printing for banners and panaflex, screen printing on various media, and customized promotional products such as pens, keychains, mugs, shields, and badges are also included. Specialty printing services like embossing, engraving, laser cutting, UV printing, foil stamping, and official name plates are part of the requirements. Binding services cover perfect binding, saddle stitching, wire-o binding, case binding, spiral binding, glue binding (manual and machine), stapling, velo binding, and ring binding. Stamp making services include custom rubber stamps, self-inking, digital, embossed, mechanical, and dater stamps with all allied accessories. Card and paper scanning services for digitization of documents and books are also required. Additionally, vendors capable of providing print shop goods, machinery repair and maintenance, transportation related to print shop, and lighting and decoration services including flower and bouquet services are preferred.
Applicants must demonstrate eligibility by providing NTN, GST certificates, and an affidavit confirming no blacklisting or litigation history. Technical capability must be proven through company profile, staff details, and experience with public and private sector contracts. Financial soundness with a minimum annual turnover of PKR 0.5 million is required. The prequalification process will be conducted in accordance with Public Procurement Rules 2004 and related regulations. Applications must be submitted in physical form to the Higher Education Commission, Sector H-9, Islamabad, by 9th June 2026 at 1330 hrs. The opening of applications will be at 1400 hrs the same day at the HEC premises. Only prequalified vendors will be invited to participate in subsequent bidding processes for call-off contracts over a three-year period.
A practical tip for bidders is to ensure timely submission of complete and signed physical applications as late or incomplete submissions will be rejected. Also, maintaining updated NTN and GST registration and being on the Active Taxpayers List will facilitate eligibility. The earnest money and CDR requirements will be detailed in subsequent bidding documents. This is a valuable opportunity for local printers and vendors to establish a long-term contractual relationship with a prestigious government institution, the Higher Education Commission.
