Eligible firms must have valid Sales Tax and Income Tax registrations, be active on the FBR Active Taxpayer List, and have at least five years of experience working with public sector organizations in the relevant categories. An affidavit on Rs. 1,000/- stamp paper confirming no blacklisting or disputes with government organizations is mandatory. The prequalification process requires submission of a complete firm profile, tax certificates, proof of experience, technical staff details, workshop addresses, and financial statements.
