Tender Description
The Directorate General of Special Education (DGSE), under the Ministry of Federal Education & Professional Training, Islamabad, invites prequalification applications from reputable and experienced firms, suppliers, contractors, and service providers for the Financial Year 2026-27. The procurement covers multiple lots for the supply of goods and provision of services to DGSE Head Office and its institutions located primarily in Islamabad.
Items being procured:
- Lot-I: Construction, Renovation, Repair & Maintenance of DGSE Head Office and its Institutions (Civil, MEP and Allied Works)
- Lot-II: Supply of IT Equipment, including Repair and Maintenance Services
- Lot-III: Supply of Machinery and Electrical Equipment, including Repair and Maintenance Services
- Lot-IV: Supply of Food and Food Items to DGSE Institutions
- Lot-V: Supply of Furniture and Fixtures, including Repair and Maintenance Services
- Lot-VI: Supply of Stationery / Non-Stationery and Miscellaneous Items
- Lot-VII: Repair and Maintenance of DGSE Transport and Vehicles
- Lot-VIII: Event Management Services
- Lot-IX: Design, Development, Deployment and Maintenance of an Integrated Special Education Management Information System (SEMIS)
The scope includes civil construction and allied works, IT and machinery supply with repair services, food supply, furniture provision and maintenance, stationery and printing, vehicle repair and maintenance, event management, and software development for a comprehensive education management system.
Applicants must hold relevant registrations such as PEC Category C-4 or above for construction, valid dealership certificates for IT and machinery, food licenses, workshop access for vehicle maintenance, and PSEB registration for software development. Experience requirements include a minimum of five years in the relevant field, with evidence of completed assignments for public sector organizations.
The prequalification process requires submission of original hard copy applications with a bid security of Rs. 500,000 per lot, delivered to the Director (Admin) DGSE, Pak Secretariat, Islamabad, by 19 August 2026 at 02:00 p.m. Applications will be opened the same day at 02:30 p.m. A pre-bid meeting is scheduled for 06 August 2026 at 11:00 a.m. in the DGSE office.
Firms are advised to ensure compliance with all mandatory criteria including valid registrations, tax status, and non-blacklisting. Technical bids will be evaluated on firm profile, financial strength, relevant completed and ongoing assignments, and client base. Only firms scoring 70 or above out of 100 marks will be prequalified.
A practical tip for bidders: Submit all required documents in original hard copy well before the deadline and ensure the bid security instrument is correctly drawn in favor of the Drawing and Disbursing Officer, DGSE. Late or incomplete submissions will be rejected. Attend the pre-bid meeting to clarify any doubts and obtain the online participation link if unable to attend in person.
This prequalification is a framework arrangement and does not guarantee contract award but enables participation in subsequent bidding processes for the respective lots.
