Tender Description
Health Services Academy Islamabad invites bids for the provision of comprehensive printing services for the financial year 2026-27. This procurement covers a wide range of printing work including books, banners, certificates, and other materials required for conferences, seminars, workshops, and meetings. The department specifically requires printing of journals, prospectuses, abstract books, answer books for examinations, continuation sheets, backdrops, banners, standees, shields, bags, cards, writing pads, ballpoint pens, certificates, agendas, posters, letterheads, PVC cards, file covers, envelopes, sign boards, media walls, folders, diaries, mugs, and calendars.
The technical scope demands high-quality materials such as 150 gm matt paper, imported 70 gm paper, Korean star sheets for banners and boards, and 4-color printing with lamination and gum binding where applicable. The printing press must be functional and located in Islamabad or Rawalpindi, with a valid Press Declaration Certificate. The estimated quantities vary per item and are subject to change based on the requirements of approximately 15-20 activities throughout the year. The contract is initially for one year with possible extensions and price adjustments.
Eligible bidders must be registered with SECP, active taxpayers with FBR, and preferably ISO certified. They should have at least three years of experience in public sector printing work. Submission of bids is strictly through the E-Pak Acquisition & Disposal System (E-PADS) following the Single Stage – Two Envelope procedure. Earnest money in the form of a 5% refundable call deposit or bank draft in favor of Health Services Academy is mandatory. Bids must be valid for at least six months from the opening date.
The closing date for submission is **18th June 2026**. Bidders are advised to carefully prepare their technical and financial proposals, ensuring all specifications and packaging standards are met. The Health Services Academy reserves the right to reject any or all bids without assigning reasons. Delivery and inspection will be conducted by the Academy's committee, and rejected items must be replaced within seven days at no extra cost.
