Tender Description

The Federal Public Service Commission (FPSC) Islamabad is procuring printed items and materials required during the financial year 2026-2027. This procurement covers a wide range of printed examination and office materials including OMR sheets with adhesive layers, standard OMR sheets, answer sheets with Urdu-style lining and embedded security features, additional answer sheets, file covers for CSS applications, office file covers, stickers, and brown kraft paper envelopes for packaging examination materials. The printing specifications are detailed and include paper sizes, GSM quality, printing types (offset or laser), security features such as unique barcodes and serial numbers, and packaging requirements. The printing work must ensure high quality, scanner compatibility, and uniformity throughout all sheets. Vendors must submit samples for approval prior to mass production. Eligibility criteria require bidders to have a printing setup in Islamabad with valid NTN, GST registration, and Active Taxpayer Status. Firms must provide proof of office lease or ownership in Islamabad, at least two years of relevant experience with government or autonomous bodies, and satisfactory performance certificates. A 3% bid security in the form of CDR or demand draft is mandatory. Bidders must also submit an affidavit declaring no blacklisting. The bidding process follows the E-Pak Procurement Regulation 2023 and bids are to be submitted electronically via E-PADS by the deadline. The closing date for submission is **9th July 2026 at 11:00 am**, with bid opening at 11:30 am the same day. Hard copies of required documents must be submitted to the Assistant Director (Logistics-I) at FPSC HQs, Aga Khan Road, Islamabad before the deadline. A pre-bid meeting is scheduled for 1st July 2026 at 11:00 am at FPSC HQs. Bidders are advised to carefully prepare their technical and financial bids, ensuring all documents are complete and signed. One practical tip is to ensure the bid security instrument is prepared separately for each item and uploaded correctly on E-PADS to avoid disqualification. Strict adherence to specifications and timely submission will enhance chances of success in this competitive procurement.
