Tender Description
This tender invites firms to supply printing and writing paper to the Sindh Provincial Election Commission in Karachi. The procurement is critical for the upcoming 2024 elections, requiring high-quality pulp-based paper suitable for official election documentation. The total estimated quantity is 315,000 kilograms, with a reserve price set at PKR 50 per kilogram. The paper must meet strict quality standards to ensure durability and clarity in printing election materials.
The procurement process demands firms to be registered with PPRA and not blacklisted. Submission of E-Pads and compliance with all regulatory requirements is mandatory. The supply will be closely monitored to ensure timely delivery and adherence to specifications. The site location in Karachi presents logistical challenges, requiring efficient coordination for storage and distribution.
Bidders should ensure they hold a valid PEC category and are compliant with FBR/ATL requirements for the fiscal year 2025-26. Earnest Money in the form of a Call Deposit Receipt (CDR) is required as bid security. Firms must also be prepared for technical and financial bid evaluations, with joint ventures allowed under specific conditions.
The submission deadline is set for 27 January 2026 at 11:00 AM, with bids opening the same day. All bids must be submitted in sealed envelopes to the office of the Sindh Provincial Election Commission, Pakistan Secretariat, Karachi. Late submissions will not be entertained.
Pro-Tip: Carefully review the newspaper advertisement for any specific stamp duty or bid security requirements, as these are often overlooked and can lead to disqualification. Ensure all documentation is complete and properly attested to avoid delays in bid acceptance.
