Hiring of Private Vehicles for Security Agencies and Other Organizations Including Rent and POL Charges at Diamer Basha Dam Project

The Pakistan Water and Power Development Authority (WAPDA) invites qualified contractors, firms, and suppliers to submit e-bids for the hiring of private vehicles dedicated to security agencies and other organizations at the Diamer Basha Dam Project located in Chilas, Gilgit-Baltistan. This procurement is specifically for vehicle rental and POL charges, ensuring operational mobility and security support at the project site. The technical scope includes provision of private vehicles suitable for security and organizational use, with all associated costs such as fuel (POL) included. The project demands reliable and well-maintained vehicles to support the security framework and operational logistics at the dam site. Bidders must be registered with the Income Tax and Sales Tax Departments and appear on the Active Taxpayers List of the Federal Board of Revenue, except for Gilgit-Baltistan rental agencies or suppliers. Eligible bidders should have relevant experience in vehicle hiring services, valid FBR registration, and must comply with all bidding document requirements. The bid security amounting to Rs. 12,583,000 must be submitted in the form of an unconditional bank guarantee or call deposit in favor of GM/PD DBDP (Dam Part) WAPDA. The earnest money must be uploaded on the EPADS portal and the original submitted to the WAPDA office in Lahore before the deadline. The e-bidding documents are available on the EPADS portal at www.eprocure.gov.pk. Bids must be submitted electronically by 19 May 2026 at 1200 hours. Manual bids will not be accepted. The bid opening will take place the same day at WAPDA Auditorium, WAPDA House, Lahore, in the presence of bidders or their representatives. A practical tip for bidders is to ensure timely submission of the bid security both electronically and physically, as bids without proper bid security or late submissions will be declared non-responsive.
