Procurement of 11KV Outgoing Panel 25 KA under IESCO Own Resources and 7th STG projects

The Islamabad Electric Supply Company (IESCO) Project Management Unit (PMU) invites eligible Pakistani suppliers and manufacturers to participate in the procurement of 11KV Outgoing Panel 25 KA under IESCO Own Resources and 7th STG projects. This procurement is specific to Islamabad Capital Territory and is planned for the financial year 2025-26. The technical scope includes supply of electrical control panels for generators conforming to P-44:2018 and NTDC specifications. A total quantity of 26 panels is required with delivery to IESCO Regional Store New Wah. Eligible bidders must be registered with FBR and other relevant authorities, possess valid PEC categories if applicable, and demonstrate at least five years of manufacturing experience in similar or higher-rated equipment. Bidders must have completed at least two contracts of similar complexity in the last five years with a combined value of no less than 30% of the estimated cost. Financial soundness is required with a minimum average annual turnover of PKR 200 million over the last three years and positive net worth of at least PKR 98 million. The procurement will be conducted through the National Competitive Bidding method using the Least Cost Based Selection (LCBS) technique. Bids must be submitted electronically via EPADS v2.0 by Monday, May 11, 2026 at 11:00 AM. Manual submissions will not be entertained. Bid security in the form of Call Deposit, Bank Guarantee, or Demand Draft must be submitted physically to the IESCO Head Office before the deadline. Technical and financial bids will be opened on the same day at 11:30 AM. A practical tip for bidders is to ensure timely registration on EPADS v2.0 and to carefully prepare all required documents including joint venture agreements if applicable, no deviation certificates, financial reports, and manufacturer authorizations. Early submission of bid security and adherence to bid validity of 90 days is critical to avoid disqualification. Bidders should also be aware of the blacklisting mechanism and grievance redressal procedures outlined by IESCO and PPRA to safeguard their interests.
