Tender Description
This tender invites bids for the procurement of 12.7 x 108 MM test barrels along with reloading tools by the Supply Chain Management Directorate at Heavy Industries Taxila, located in Taxila, Punjab. The category primarily involves vehicles and auto parts, focusing on specialized test barrels and associated reloading kits.
The scope includes supply of a 12.7 x 108 mm velocity barrel compatible with Sydor's medium calibre test gun stand, and a reloading kit comprising bullet puller, shell holder, priming tool, and die set. The delivery period is four months after the opening of the Letter of Credit (LC). The procurement process follows a single-stage two-envelope system on FOB basis, requiring firms to submit technical and financial proposals separately. The technical bid must include detailed documentation such as registration certificates, audit reports, CNIC of the managing director, and a postal order of Rs 2,000 in favor of the Director Procurement, HIT Taxila.
Bidders must comply with the Defence Production Department's DPP&I-35 regulations and provide a valid Power of Attorney for authorized representatives. PEC registration and FBR/ATL compliance are essential, and firms should ensure their bids remain valid for 180 days post financial proposal opening. The tender emphasizes strict adherence to bid security requirements, including submission of Call Deposit Receipt (CDR) or Bank Draft as earnest money. The contract includes mandatory warranty and performance bank guarantees, with a warranty period of 12 months from the last consignee receipt certificate.
The submission deadline is set for 11 May 2026 at 10:30 hours, with bid opening at 11:00 hours on the same day at the Procurement Directorate, Heavy Industries Taxila, Gate No 5, Taxila Cantt. Bids must be delivered in sealed envelopes to the designated tender box at Gate No 5. Interested firms should ensure all mandatory documents and certifications are attached to avoid disqualification.
Pro-Tip: Carefully review the tender's mandatory conditions and ensure the bid security amount matches the stipulated percentage of the quoted value. Missing or incorrect bid security is a common cause for rejection. Also, verify the OEM certificates and agency agreements to avoid technical disqualification.
