Procurement of 132KV Lightening Arrester with Supported Steel Structure (SSS)

The Islamabad Electric Supply Company (IESCO) through its Project Management Unit (IESCO-PMU) invites sealed bids from eligible and qualified bidders for the procurement of 132KV Lightening Arrester with Supported Steel Structure (SSS) under contract number P35663 for the financial year 2026-27. Items being procured: - 132KV Lightening Arrester with Supported Steel Structure (SSS), quantity 65 units The procurement will be conducted under National Competitive Bidding (NCB) using a Single Stage One Envelope procedure with Least Cost Based Selection (LCBS) technique. Bidders must be registered on the e-Pak Acquisition and Disposal System (EPADS) v2.0 and submit their bids electronically through the portal. Manual bids will not be accepted. Technical specifications require compliance with P-181:2012 standards. The manufacturer must have at least five years of experience in designing and manufacturing similar or higher rated equipment, with two years of satisfactory operational performance. Bidders or their manufacturers must have completed at least two contracts of similar complexity with an aggregate value of at least PKR 50 million in the last ten years. Financial capacity requirements include a minimum average annual turnover of PKR 76 million and net worth of at least PKR 20 million. Bid security must be submitted in the form specified in the bidding documents and be valid for 28 days beyond the bid validity period. Performance security of 10% of the contract price will be required upon award. Factory Acceptance Tests (FAT) and type tests must be conducted and witnessed by IESCO engineers. In case of travel restrictions, third-party inspection with online witnessing will be accepted with extended warranty.
