Tender Description
Heavy Industries Taxila (HIT) invites sealed bids from eligible manufacturers, authorized dealers, distributors, suppliers, or firms for the procurement of 3 types of empty cylinders. This procurement is specifically for the Supply Chain Management Directorate at HIT Taxila Cantt, Punjab. The tender reference is Bid No. 5096/IT-6009/2026-27/FOR-A/TMF/Proc dated 07 August 2026. The bid submission deadline is 02 September 2026 at 10:30 hours, with bid opening at 11:00 hours the same day.
Items being procured:
- NIV Cylinder for DA Gas, Make: Shangdong/Hengsheng, Quantity: 8 Nos, Size Capacity: 6.8 Cu.M at 2000 psi, Material: Hardened Steel, COO: China
- NIV Cylinder for Oxygen Gas, Make: Shangdong/Hengsheng, Quantity: 22 Nos, Size Capacity: 9.8 Cu.M at 2000 psi, Material: Hardened Steel, COO: China
- NIV Cylinder for Argon Gas, Make: Shangdong/Hengsheng, Quantity: 20 Nos, Size Capacity: 6.8 Cu.M at 2000 psi, Material: Hardened Steel, COO: China
Additionally, Priority-II items may be procured within the current financial year:
- NIV Cylinder for DA Gas, Quantity: 42 Nos
- NIV Cylinder for Oxygen Gas, Quantity: 48 Nos
- NIV Cylinder for Argon Gas, Quantity: 60 Nos
All cylinders must be functional and worthiness certified from POL. Delivery period for Priority-I items is 3 months after signing of contract, and 2 months for Priority-II items. One advance sample of each item is required before the Technical Scrutiny Report.
Eligibility criteria include valid National Tax Number (NTN), Sales Tax Registration, and compliance with DPP&I-35 and MoDP rules. Bidders must submit a postal order of Rs 2000/- with the Technical Bid and provide bid security in the form of CDR, Bank Draft, or Pay Order as per instructions. Firms must submit technical and financial proposals in separate sealed envelopes under the Single Stage Two Envelope procedure.
The scope includes supply of brand new, hardened steel cylinders conforming to technical specifications and quality standards. Inspection and testing will be conducted as per contract terms. Warranty and performance bank guarantees are mandatory. Bidders must comply with all terms and conditions outlined in the tender documents.
The tender box is located at Gate No 5, Heavy Industries Taxila, Taxila Cantt. Bidders are advised to visit the project site for clarifications before bid submission. Late bids will not be entertained. The procuring agency reserves the right to accept or reject any or all bids without assigning reasons.
A practical tip for bidders: Ensure all mandatory documents including registration certificates, audit reports, CNIC copies, and OEM agreements are complete and attached as per the checklist to avoid disqualification during technical evaluation.
