Tender Description
The Quetta Electric Supply Company (QESCO) invites sealed bids from eligible and qualified suppliers for the procurement of T-2059 4-Core LT PVC 19/0.052 (25mm)² power cable under contract reference P92890 for the financial year 2026-27. This procurement is planned to support QESCO's operational needs in Quetta, Balochistan. The procurement will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 using a Single Stage One Envelope procedure with Least Cost Based Selection (LCBS) technique.
Items being procured:
- 4-Core LT PVC 19/0.052 (25mm)² power cable with quantities of 15.73 Km (8 Km delivery in 1-60 days) and 7.73 Km (delivery in 61-120 days) to be delivered to QESCO Regional Store, Sheikhmanda Airport Chowk, Quetta.
The cables must conform to WAPDA / PPMC Specification DDS-8-2007 (Amended to Date). Inspection will be conducted at the manufacturer's premises by Chief Engineer (MI) PPMC or authorized representatives along with QESCO inspection team. Stage inspections of raw materials and manufacturing processes will also be carried out to ensure quality compliance. Bidders must provide valid prototype approval and copies of previous purchase orders as part of their bid submission.
Eligibility criteria include valid registration with FBR, satisfactory performance reports from previous orders, and compliance with QESCO/DISCO's/NTDC standards for similar cables over the last two years. Bidders must submit bids through EPADS v2.0 by the deadline of Thursday, October 1, 2026 at 10:30 AM. Manual submissions will not be accepted. Bid security or bid securing declaration is mandatory and original bid security must be submitted physically to QESCO HQ, Zarghoon Road, Quetta before the deadline.
Technical and financial bids will be opened on the same day at 11:00 AM via EPADS v2.0. Bidders are advised to register on EPADS v2.0 and review the bidding documents carefully. The procuring agency reserves the right to reject any or all bids as per Public Procurement Rules, 2004.
A practical tip for bidders: Ensure timely registration on EPADS v2.0 and submit all required documents including bid security physically before the deadline to avoid disqualification. Also, prepare for manufacturer premises inspection by QESCO and PPMC teams to ensure compliance with quality standards.
