Procurement of 60 KVA Diesel Generator Set for State Life Gilgit Zone

The State Life Insurance Corporation of Pakistan (SLIC), Gilgit Zone, invites bids for the procurement of a brand-new 60 KVA Diesel Generator Set to be installed at State Life Gilgit Zone. This procurement includes supply, installation, testing, and commissioning of the generator set along with all necessary accessories and related services. The items being procured include: - 60 KVA Diesel Generator Set (make Perkins, Cummins, Caterpillar or equivalent internationally recognized brand) - RCC Foundation with brick masonry, cement-sand mortar, PCC/RCC mix, damp-proof course, plaster, anchor bolts - Exhaust System with heavy-duty piping, industrial silencer, flexible connections, rain cap, supports, insulation - Fuel System with overhead or underground tank (minimum 500 liters) including manhole cover, fuel level indicator, vent pipe, drain valve, piping, isolation valves, flexible hose connections - AMF/ATS Panel with imported components and necessary interlocking with electric supply - Weatherproof and soundproof canopy for 60 KVA DG Set with sound level not exceeding 85db at 1 meter - Change Over Switch: 63 Ampere Adjustable T.P MCCB 3 Pole with digital volt and ampere meters - Earthing system with recommended cables, rod type earth electrode, inspection chamber - L.V Cable 35 mm 4 Core PVC/PVC copper conductor cables with proper termination and clamping - Spare parts including air filter, oil filter, fuel filter, driving belt, diodes for excitation system, and additional recommended spares - Cable tray supply and installation - Annual Maintenance Contract (AMC) including preventive maintenance, repairs, and provision of qualified technical personnel for daily operation and monitoring The technical scope covers a complete diesel generator system suitable for Gilgit's altitude and cold weather, including a heavy-duty industrial diesel engine, brushless synchronous alternator, digital control panel with protections, weatherproof canopy, and all installation and commissioning works. The supplier must provide OEM authorization, warranty of minimum 18 months, after-sales service, and training for operators. Eligibility requires valid registrations (SECP, NTN, GST), OEM authorization, experience with similar supplies/installations in last 5 years, non-blacklisting, and technical compliance with manufacturer literature. Bids must be submitted electronically via EPADS v2.0 by 13 October 2026 at 11:00 AM. Technical bids will be evaluated first, and only qualified bidders will proceed to financial evaluation. Original bid security of Rs. 250,000/- must be submitted physically before the deadline. The procurement follows the Single Stage Two Envelope method with Least Cost Based Selection.
