Procurement of 600 EV Scooters (2-Wheelers)

The Engineering Development Board (EDB) under the Ministry of Industries and Production (MoIP), Islamabad, is procuring 600 electric scooters (2-wheelers) as part of the NEV Policy 2025-30 Subsidy Program. This procurement aims to support sustainable transportation and aligns with the Prime Minister's objectives for green mobility. The technical scope includes supply of Lithium Iron Phosphate (LiFePO4) battery-powered EV scooters with a minimum battery voltage of 60V and 30AH capacity. The battery warranty is minimum 3 years or 40,000 km with state-of-health not falling below 80%. Motors must be brushless Permanent Magnet Synchronous Motor (PMSM) with minimum top speed of 45 km/h and IP-67 ingress protection. Vehicles must have a minimum range of 60 km per full charge, charging time not exceeding 6 hours, and charger efficiency of at least 80%. Safety and environmental compliance is mandatory. The vehicle warranty (excluding battery) is minimum 2 years or 40,000 km covering manufacturing defects only. A performance guarantee of 10% of contract value valid for 3 years is required. Eligible bidders must be OEMs or assemblers with at least 1 year manufacturing experience, valid EDB and PSQCA licenses, NTN, GST, and ATL registration. Financially, bidders must demonstrate minimum annual turnover of PKR 50 million or verifiable sales of at least 500 electric two-wheelers. Stock availability of minimum 700 units at application time is required. After-sales service in major Pakistani cities and parts availability for 5 years must be assured. The maximum unit price is capped at PKR 250,000 and the same model must be supplied for the entire lot.
