Procurement of ACSR Dog Conductor

The Islamabad Electric Supply Company (IESCO) (Material Management Directorate) based in Islamabad Capital Territory is procuring ACSR Dog Conductor for the financial year 2026-27. This procurement is planned under contract reference number P55142. The procurement process will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 platform, with a single stage one envelope bidding procedure adopting the Least Cost Based Selection (LCBS) technique in accordance with Public Procurement Rules, 2004. Items being procured: - ACSR Dog Conductor (Bare aluminum electrical cable) with quantities scheduled as 35 Km within 45 days, followed by 50 Km batches at 75, 105, 135, and 165 days respectively, totaling 235 Km. Delivery locations include IESCO Regional Stores at Rawalpindi, Islamabad, Rajjar, and Wah. The technical specifications require conformity to NTDC Specification P-50:88 (amended to date). Inspection of the material will be conducted at the manufacturer's works by Chief Engineer (MI) PPMC Lahore jointly with Chief Engineer (MM) IESCO Islamabad or their authorized representatives. The supplier must provide a 0.5% non-reimbursable inspection fee along with the inspection call. The delivery schedule is critical and must be adhered to strictly, with liquidated damages applicable for delays. The warranty period for the supplied goods is 12 months from the date of completion of supply, with a defect correction period of 15 days. Eligibility criteria include valid prototype approval, prequalification with NTDC/WAPDA/DISCOs/GENCOs/Govt. Departments, no blacklisting, and financial and technical capability as per the bidding documents. Bidders must submit comprehensive documentation including past performance, financial reports, tax returns, and declarations. Joint ventures are not allowed for this procurement. The bid submission deadline is Wednesday, July 22, 2026, at 10:30 AM via EPADS v2.0 only; manual submissions will not be accepted. Bids will be opened the same day at 11:00 AM. Bid security in the form of Call at Deposit or Bank Guarantee is mandatory and must be submitted physically before the deadline.
