Procurement of Additional Delinea (PAM) Licenses for Pakistan State Oil Company Limited

Pakistan State Oil Company Limited (PSO) Karachi invites qualified suppliers to submit quotations for the procurement of additional Delinea Privileged Access Management (PAM) licenses. This procurement is specifically for 25 additional administrator user licenses to be deployed on-premise at PSO House, Clifton, Karachi. The licenses must be valid until 26th February 2028. Items being procured: - 25 Additional Delinea PAM Software Licenses (Administrator users) The solution must support manual and automated installation on the organization's standard operating system images and be hypervisor agnostic without reliance on physical or virtual appliances. It should integrate seamlessly with Microsoft technology stack and avoid proprietary components. The PAM database must be manageable with industry standard tools like MSSQL Management Studio and support Transparent Data Encryption (TDE). The architecture should support workload distribution across environments and geographic locations, include high-availability and disaster recovery features, and avoid dependency on Windows Server Failover Clusters for front-end availability. Integration with popular RPA solutions such as UiPath and Blue Prism is required. The solution must support advanced encryption layers, quantum safe encryption algorithms, password entropy scoring, and multi-factor authentication including SAML 2.0, DUO, FIDO2, and TOTP. Additional features include native Active Directory integration, role-based access control, automated user onboarding, IP address whitelisting, mobile app support, customizable login banners, session monitoring and termination, audit logging with SIEM forwarding, and extensive API and SDK support. The solution must also provide automated account discovery and flexible onboarding for various account types. Bidders must be registered with the Income Tax Department / FBR with valid NTN/STN. The bidding process follows a single stage two envelope procedure with separate sealed technical and commercial proposals. Payment will be made in PKR based on the State Bank of Pakistan exchange rate at delivery. Delivery of licenses must not exceed 8-10 weeks after purchase order issuance, with technical support provided until 26th February 2028. Earnest money and bid security details are as per PSO requirements. PSO reserves the right to reject bids during technical evaluation for reasons including document forgery, influence on evaluation, litigation status, or false information. Penalty clauses apply for delayed delivery at 0.1% per day up to 10% of order value. Interested bidders should submit their quotations by **03 September 2026** at PSO House, Karachi.
