Procurement of AI and Productivity Software Subscriptions for Federal Board of Revenue Islamabad

The Federal Board of Revenue (Revenue Division/Federal Board of Revenue (FBR)) Islamabad invites bids for the procurement of AI and Productivity Software Subscriptions for the financial year 2026-27. Items being procured: - AI Subscription Services: 234 Standard seats with Pro-tier usage allowance, 45 Primer seats with Max-tier usage allowance - Productivity and Business Software Subscriptions: 25 OneDrive for Business (Plan 1) licenses, 25 Microsoft 365 Business Standard for Windows, 5 Microsoft 365 Business Standard for Mac, 25 Think-cell Suite licenses, 25 ChatGPT Business licenses The successful bidder will be responsible for subscription activation, provisioning, user access, and ensuring continuity of services for a full one-year contractual period. The bidder must ensure no downgrade or reduction in service levels without prior written approval. Repeat orders up to 15% of the total cost may be placed for additional licenses or credits. The procurement will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 with a Single Stage One Envelope procedure using Least Cost Based Selection (LCBS). Eligibility criteria include relevant experience in software subscription services, financial capacity, and non-blacklisting status. Bids must be submitted online via EPADS by 28 September 2026 at 11:00 AM, with bid opening on the same day at 11:30 AM. Manual submissions are not accepted. Bid security and performance guarantees are required as per bidding documents.
