Tender Description
The Federal Board of Revenue (Revenue Division/Federal Board of Revenue (FBR)) Islamabad invites bids for the procurement of AI and Productivity Software Subscriptions for the financial year 2026-27. This procurement is planned to support the operational, administrative, and professional requirements of the department through genuine, valid, and fully functional software subscriptions and licenses.
Items being procured:
- AI Subscription Services: 234 Standard seats with Pro-tier usage allowance, 45 Primer seats with Max-tier usage allowance
- Productivity and Business Software Subscriptions: 25 OneDrive for Business (Plan 1) licenses, 25 Microsoft 365 Business Standard for Windows, 5 Microsoft 365 Business Standard for Mac, 25 Think-cell Suite licenses, 25 ChatGPT Business licenses
The successful bidder will be responsible for subscription activation, provisioning, user access, and ensuring continuity of services for a full one-year contractual period. The bidder must ensure no downgrade or reduction in service levels without prior written approval. Repeat orders up to 15% of the total cost may be placed for additional licenses or credits. The procurement will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 with a Single Stage One Envelope procedure using Least Cost Based Selection (LCBS).
Eligibility criteria include relevant experience in software subscription services, financial capacity, and non-blacklisting status. Bids must be submitted online via EPADS by 28 September 2026 at 11:00 AM, with bid opening on the same day at 11:30 AM. Manual submissions are not accepted. Bid security and performance guarantees are required as per bidding documents.
Bidders are advised to carefully review the detailed terms, conditions, and technical specifications available on EPADS and the Federal Board of Revenue website. A pre-bid meeting will be held on 17 September 2026 at FBR HQ G-5/1 Islamabad. For successful participation, bidders should ensure timely registration on EPADS and compliance with all submission requirements.
