Procurement of 10,916 Nos. Asset Performance Management System (APMS) for Pole Mounted Distribution Transformers with Supply, Installation, Testing & Commissioning

The Chief Engineer Development PMU SEPCO (SEPCO) invites sealed bids through EPADS v2.0 for the procurement of 10,916 Nos. of Asset Performance Management System (APMS) for Pole Mounted Distribution Transformers as per PPMC specification No. DS-01:2026. This procurement includes supply, installation, testing, and commissioning with allied accessories in Sukkur, Sindh. Items being procured: - Lot 1: 3639 APMS units with installation, testing & commissioning, D-Fuse fittings with 11KV jumpering and allied accessories on distribution transformers - Lot 2: 3639 APMS units with installation, testing & commissioning, D-Fuse fittings with 11KV jumpering and allied accessories on distribution transformers - Lot 3: 3638 APMS units with installation, testing & commissioning, D-Fuse fittings with 11KV jumpering and allied accessories on distribution transformers The APMS must comply with the latest Universal Data Integration Layer (UDIL) developed by PITC for multivendor interoperability. The communication module shall be 4G and downward compatible to 2G, PTA compliant. Prototype approval as per PPMC-DS-01:2026 is mandatory. The successful bidder will provide perpetual license MDC software compliant with PITC UDIL and will be responsible for integration with PITC's MDM. Installation includes detailed site survey, verification of transformer ratings, mounting space, and communication signals. The contract requires completion within 180 days from issuance of purchase order. Bidders must be registered with FBR, PEC, and meet eligibility criteria including prior experience with APMS or Advanced Metering Infrastructure (AMI). Bid security of PKR 10,000,000 per lot is required. Bids must be submitted online via EPADS v2.0 by Thursday, November 5, 2026 at 11:30 AM. Manual bids will not be accepted. Technical and financial bids will be opened on the same day at 12:00 PM. Payment terms include 100% payment on delivery of materials and 80% payment after installation verified by SEPCO committee, with remaining 20% after two months of successful operation. Performance guarantee of 10% of contract price is required. Warranty period is five years covering defects and replacements. A practical tip for bidders: Ensure timely registration on EPADS v2.0 and prepare all required documentation including prototype approvals and UDIL compliance certificates in advance to avoid disqualification. Also, coordinate closely with SEPCO field staff for site surveys and installation planning to ensure smooth execution and acceptance.
