Tender Description
The Federal Directorate of Immunization (FDI), Ministry of National Health Services, Regulations & Coordination, Government of Pakistan, Islamabad, invites sealed bids through EPADS v2.0 for the procurement of BCG-20 vaccines for the financial year 2026-2027. This procurement is for the supply of Bacillus Calmette–Guérin vaccine, vial of 20 doses, dried with sterile diluent packed separately, meeting WHO pre-qualified standards and conforming to technical specifications laid down by the National Regulatory Authority of Pakistan. The vaccine must have a shelf life of at least 24 months from the date of manufacture and not less than 60% at the time of arrival in Pakistan. Items being procured:
- BCG vaccine, total quantity 9,860,407 doses, to be delivered in three installments: 3,286,802 doses within 120 days, 3,286,802 doses within 150 days, and 3,286,803 doses within 180 days from the date of award of contract.
The technical scope includes compliance with WHO guidelines on packaging and shipping, provision of certificate of analysis, summary protocol of each lot, original batch release certificate from the national regulatory authority of the country of origin, and compliance with GMP requirements. The vaccines will be inspected upon delivery by the Federal Inspection Committee. Eligibility criteria require bidders to be original manufacturers or authorized agents/suppliers/importers of WHO pre-qualified BCG vaccines, registered with FBR and appearing on the Active Taxpayers List, with sound financial capability equivalent to the total estimated cost. Bid security in the form of pay order, bank draft, call deposit, or bank guarantee is mandatory. Bids must be submitted electronically via EPADS v2.0 by 24th September 2026 at 11:00 AM, with original bid security submitted physically before the deadline. Technical bids will be opened on the same day at 12:00 PM. Payment will be made in Pakistani Rupees within 30 days of delivery and acceptance. Performance guarantee of 10% of contract price is required. Late delivery penalties apply at 0.3% per day of undelivered goods cost, with contract cancellation and blacklisting for excessive delay. Bidders are advised to carefully follow EPADS registration and submission procedures to avoid disqualification. This tender offers a significant opportunity for qualified vaccine suppliers to contribute to Pakistan's immunization program under the Federal Directorate of Immunization.
