Tender Description
The Directorate General of Immigration & Passports Headquarters Islamabad is procuring Bleach Paper Boxes for the financial year 2026-27 in four equal installments. This procurement is specifically for the DG I&P Headquarter located in G-8/1, Islamabad. The tender invites NTN/GST registered bidders to submit sealed quotations through the E-PADS system on the PPRA website. The supply includes four types of Bleach Paper Boxes made of 350 gm glaze card packing material in small and large sizes, including boxes with Fast Track printing in green color. The successful bidder must ensure the boxes are original, new, and fully functional. Any faulty boxes must be replaced at no extra cost. Samples of each box size must be submitted with the technical bid, properly packed and clearly marked with the company name.
Eligibility criteria are strict and include valid NTN/ATL and GST registration, proof of Chamber of Commerce membership for FY 2025-26, SECP or FBR registration, and a minimum of five years experience supplying Bleach Paper Boxes to government or semi-government entities. Bidders must provide at least two work orders worth Rs. 30 million or more from the last three years and demonstrate financial soundness with a minimum turnover of Rs. 40 million during April 2025 to March 2026. Three satisfactory performance certificates from relevant clients are mandatory, including one from DG I&P if previously supplied. Affidavits on stamp paper confirming no blacklisting or litigation are required.
The tender submission deadline is Wednesday, 20 May 2026 at 2:00 PM, with bid opening at 2:30 PM the same day. Bids must be submitted electronically via EPADS only; manual submissions are not accepted. Earnest money of Rs. 1,084,000 must be submitted in original form before the closing date to the Director (NW/F&L) office at DG I&P HQ Islamabad. The financial bid must be inclusive of all taxes and submitted in PKR. The procurement process follows a single stage two envelope procedure with technical bids opened first and financial bids opened only for technically qualified bidders.
A practical tip for bidders is to ensure all mandatory documents are complete and properly signed to avoid disqualification. Also, submitting the sample boxes exactly as specified and on time is crucial for technical evaluation. Bidders should carefully follow the instructions for earnest money submission and use the official letterhead for quotations. The department reserves the right to reject any or all bids and to distribute quantities among multiple suppliers. This tender offers a significant opportunity for suppliers experienced in government procurement to secure a contract with a reputable federal department in Islamabad.
