Tender Description
The Federal Directorate of Immunization (FDI), Ministry of National Health Services, Regulations & Coordination, Islamabad, invites sealed bids through EPADS v2.0 for the procurement of bOPV-20 vaccines for the financial year 2026-2027. This procurement is for the supply of bivalent oral polio vaccine (bOPV) containing attenuated poliovirus serotypes 1 and 3, meeting WHO pre-qualification and national regulatory standards. The vaccines must have a shelf life of at least two years at -20°C from the date of manufacture and comply with WHO guidelines on packaging and shipping. Items being procured:
- bOPV-20 vaccine, total quantity 21,207,472 doses, delivered in three installments: 13,070,861 doses within 120 days, 4,356,953 doses within 150 days, and 4,356,955 doses within 180 days from contract award.
The procurement follows a Single Stage Two Envelope procedure with Least Cost Based Selection (LCBS). Bidders must be original manufacturers or authorized agents, registered with FBR and DRAP, and provide evidence of WHO pre-qualification, financial capability, and compliance with technical specifications. Bid security is required in the form of Pay Order, Banker's Cheque, Call Deposit, Bank Guarantee, or Demand Draft. Bids must be submitted electronically via EPADS v2.0 by 24 September 2026 at 11:00 AM, with original bid security submitted physically before the deadline.
Technical evaluation includes conformity to WHO pre-qualification, vaccine specifications, packaging and transportation commitments, and timely supply. Financial bids of technically qualified bidders will be opened publicly on the same day at 12:00 PM. The contract includes performance guarantees, penalties for late delivery at 0.3% per day, and arbitration clauses. The delivery location is the Prime Minister's National Health Complex, Park Road, Chak Shahzad, Islamabad.
