Tender Description
The Ministry of Law and Justice Islamabad is procuring Bulk SMS services under the project titled Automation of Federal Courts/Tribunals (Phase II Revised). This procurement is specifically for providing an API Based Corporate Bulk SMS Service Solution capable of sending around one million SMS messages within 45 days of service order issuance. The service must support short codes, sender IDs, masking, and be compliant with PTA data directives. The solution should cover all mobile networks in Pakistan, Gilgit-Baltistan, and Azad Jammu & Kashmir, supporting multiple languages including English and Urdu with Unicode character support. The vendor must provide 24/7 support and ensure uptime with real-time SMS delivery and an online dashboard for SMS management and reporting.
Eligible bidders must have valid registration with Income Tax and Sales Tax Departments with Active Tax Payer Status of FBR. Firms should have at least two similar works/services executed in Pakistan in the last three years, be operational for more than three years, and have an average annual turnover of Rs. 3 million or more. Affidavits on non-judicial stamp paper confirming no blacklisting and no involvement in fraudulent activities are mandatory. The bid security is Rs. 100,000 in the form of Call Deposit/Bank Draft/Pay Order in favor of DDO (AOFC), Ministry of Law and Justice.
The technical bid and financial proposal must be submitted electronically via EPADS by 1100 hrs on 14 May 2026. Manual bids will not be accepted. The original bid security must be submitted to the Deputy Secretary (Development), Ministry of Law and Justice, 2nd Floor, Federal Services Tribunal Building, G-5/2 Islamabad before the online submission deadline. The bid will be evaluated on a least cost basis after technical evaluation. The contract includes a one-year warranty period with a performance security of 5% of the contract price. Bidders are advised to carefully review the technical specifications and ensure compliance with all requirements. A practical tip for bidders is to ensure timely submission of both the electronic bid and original bid security to avoid disqualification.
