Procurement of Cafeteria Services for National Highway Authority HQ Islamabad

The National Highway Authority (NHA) Islamabad invites e-Bids for the provision of Cafeteria Services at its Headquarters located at 27-Mauve Area, G-9/1, Islamabad. This procurement is for an initial contract period of one year, extendable up to two years based on mutual consent and satisfactory performance. The contract includes comprehensive cafeteria services involving provision of kitchen accessories, fine quality crockery, refrigerator/deep freezer, oven/microwave oven, additional furniture, cleaning of canteen area, uniforms for waiters, safety and security of the canteen, vaccination of all food handlers, monthly fumigation spray, and protection of sitting furniture from damage. The contractor is responsible for providing all consumable cleaning materials such as liquid soap, bleach, vim powder, air fresheners, tissue rolls, phenyl balls, antiseptic spray, glint, and dusters at their own cost. Deployment of skilled and experienced staff is mandatory, including 1 Manager, 2 Cooks, 2 Tandoori, 5 Waiters, 2 Dishwashers, and 2 Sweepers, all in proper uniform with identity labels. Items being procured: - Manager (1) - Cooks (2) - Tandoori (2) - Waiters (5) - Dishwashers (2) - Sweepers (2) The scope covers routine and periodic inspection of installations, fittings, and fixtures to ensure standard food quality. Eligibility criteria require firms to be Income Tax/GST registered, ISO certified, and have at least 10 years of experience providing similar services to government or semi-government organizations. A bid security of Rs. 400,000/- in the form of a Pay Order or Bank Draft in favor of National Highway Authority is mandatory and refundable after the tender process. Bidders must submit their technical and financial bids electronically via the NHA e-Bidding System and EPADS portal by 19th October 2026 at 1400 hours. Technical bids will be opened the same day at 1430 hours at the NHA Auditorium, Islamabad. Manual bids will not be accepted. The evaluation will follow a Single Stage Two Envelope procedure as per PPRA Rule 36(b), with a minimum technical score of 70 out of 100 required to qualify for financial bid opening. The successful bidder must display the approved daily menu and price list clearly. The contract includes a probation period of two months during which the contractor's performance will be closely monitored. Failure to meet standards may result in contract termination and forfeiture of performance security. The contractor must provide a performance security of Rs. 400,000/- in the form of a Call Deposit or Bank Guarantee, refundable after successful contract completion. The contract can be terminated by either party with two months' advance notice, or immediately in case of serious default. Subcontracting is not allowed. Disputes will be resolved through arbitration by an appointed officer of BS-20 or above, with decisions binding on both parties. Bidders are advised to carefully follow the submission instructions and ensure all required documents, including CNIC, GST, NTN, ISO certification, registration with relevant food authorities, bank statements, and affidavits, are attached.
