The scope includes supply, delivery, installation, testing, commissioning, and operational and technical training for the cargo vehicle scanner. The system must comply with high-energy X-ray scanning standards, include imaging and analysis software, operator workstations, radiation safety systems, and integrated CCTV surveillance with ANPR and container tracking databases. The scanner must detect contraband, explosives, weapons, nuclear/radioactive materials, and illicit goods without unloading cargo. The bidder must provide OEM certificates, technical literature, and a comprehensive list of spares and consumables with prices locked for two years post-warranty.
Eligibility requires bidders to be registered with FBR, appear on the Active Taxpayer List, and provide valid OEM authorization. Joint ventures are not allowed. Bidders must submit a bid security as per the bidding documents and comply with all technical specifications.
Key dates include a pre-bid meeting on August 11, 2026, at 11:00 AM at HQPAA ANS Conference Room, CNS Directorate, JIAP Terminal No. 1 Karachi. Clarifications must be sought by August 17, 2026. The bid submission deadline is August 24, 2026, at 11:00 AM via EPADS v2.0, with bid opening at 11:30 AM the same day. Manual submissions are not accepted.
The bid evaluation will follow Least Cost Based Selection (LCBS) criteria. The successful bidder must provide a performance guarantee of 10% of the contract price and sign the contract promptly after award notification.
A practical tip for bidders: Ensure timely registration and familiarization with the EPADS v2.0 system to avoid disqualification due to technical submission errors. Also, submit the original bid security physically before the deadline as required.
This tender offers a significant opportunity for suppliers specializing in advanced cargo scanning technology to contribute to national security at a major international airport.
