Procurement of Clay for Earth Filling by SNGPL in Mandra and Jalalpur Pirwala

Sui Northern Gas Pipelines Limited (SNGPL) invites sealed bids from eligible and qualified bidders for the procurement of clay for earth filling to be delivered at project sites in Mandra and Jalalpur Pirwala, Punjab. This procurement is under tender number FCS/MDR/TE/036/26 with contract reference P130099 for the financial year 2026-27. The procurement will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 using the Single Stage One Envelope method with Least Cost Based Selection (LCBS). Items being procured: - Clay for Earth Filling, Quantity: 40,000 cft at SNGPL Project Camp, Joriyan Stop, Near Mureed Phatak, Main Chakwal Road, Mandra - Clay for Earth Filling, Quantity: 47,070 cft at SNGPL site, Jalalpur Pirwala Interchange, Multan-Sukkur Motorway, Tehsil Jalalpur Pirwala, District Multan The clay must meet technical specifications including a grading sieve test with at least 70% of soil particles passing through a No. 200 sieve and must be free from organic impurities such as vegetation, roots, peat, logs, or perishable materials. Delivery is expected within 15 days after placement of purchase orders. Preferably, deliveries should be made in trucks carrying 600-700 cft per trip. Bidders must be registered with FBR and provide a valid Professional Tax Clearance Certificate for 2026-27. Bid security must be submitted in the form of Pay Order, Banker's Cheque, Call Deposit, or Demand Draft. Bids must be submitted online via EPADS v2.0 by Thursday, October 8, 2026, at 03:00 PM, with bid opening at 03:30 PM the same day. Manual submissions will not be accepted. The contract includes a performance guarantee of 10% of the contract price and provisions for liquidated damages of 0.14% to 10% for late delivery. Payment will be made within 30 days after satisfactory delivery and submission of invoices. The price quoted should be inclusive of all applicable government taxes and duties including GST at 18%, with sales tax paid upon submission of valid invoices.
