Tender Description
The Pakistan Institute of Fashion and Design (PIFD) Lahore invites sealed bids from eligible and qualified suppliers for the procurement of consolidated maintenance consumable items for the financial year 2026-27. This procurement is planned under tender reference number P137556 and will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 platform using the Single Stage One Envelope procedure with Least Cost Based Selection (LCBS) technique.
Items being procured include a comprehensive range of electrical items and accessories such as extension leads, heavy duty extension boards, PVC back boxes, fan dimmers, bulb holders, switches, circuit breakers, power plugs, PVC insulated power cables, cable ducts, cable ties, connector strips, digital ampere/voltage meters, motor protection circuit breakers, water float switches, day/night sensors, DB locks, fuses, buttons, insulation tapes; tools and accessories including wire cutters, strippers, pliers, screwdrivers, hammers, masonry drill bits, measuring tapes, L-key sets, testers, hand levels, wooden planers, pincers, staple guns, pipe wrenches, grip pliers, thimble press pliers; hardware items like rawal plugs, glues, drywall screws, foam tapes, hacksaw blades, drawer locks, wood screws, nails, washers, drawer channels, wooden chapti, door handles, MDF sheets, finishing nails, steel rawal bolts; lighting fixtures and accessories including tube rods, LED batton lights, halogen lamps, LED bulbs, LED tube rods, LED flood lights, LED street lights, LED ceiling panels; electronic items and accessories such as spade connectors, remote bells, insulated cleaners, power supplies, telephone sets and wires, networking switches, cable ties, HDMI and VGA cables, soldering wire, audio cables, digital display hot air work stations, stack connectors; power light items including static chargers, battery terminals, battery chargers, battery distilled water, timer relays, phase failure relays, push buttons, emergency stop buttons, selector switches, digital ampere and volt meters, genset engine oil, cotton waste; mechanical items and accessories like gas cylinders, valves, AC indoor hanging plates, welding rods, gas charging hoses, flaring tools, flare nuts, pipe cutters, oxygen regulators, antifreeze sensors, temperature sensors, rawl bolts, capacitors, electronic relays, magnetic contactors, thermal protectors, running capacitors, wire brushes, starting capacitors, manifold gauges, belts, grease; plumbing items and accessories including basin waste pipes, bib cocks, valves, commode washers and pumps, rubber connection pipes, Muslim showers, basin mixers, floor jalis, canvas pipes, worm pumps, tee rods, thermostats, earth wires, safety valves, water filters, crystal heads, waste complanes, cutters, gas lighters, foot valves, gate valves, commode connection pipes, soap dispensers, tissue roll stands, jubilee clamps, double bib cocks, basin bottle traps, flush tanks, grinder discs; civil items and tools such as plastering tools, masonry trowels, tool bags, hexa blades, brick hammers, pneumatic rubber tyres, wheelbarrow rims, plumb bobs; electrical devices and meters including digital clamp multimeters, cordless drills, solar MPPT meters, programmable DC power supplies, earth resistance testers, high pressure washers, angle grinders, rotary hammer drills; and batteries including lead acid and dry batteries.
All items are to be delivered to the Pakistan Institute of Fashion and Design, 51 J-III, Johar Town, Lahore. The delivery schedule for all items is 20 days from the date of contract award. Bidders must submit their bids electronically via EPADS v2.0 by Wednesday, October 21, 2026 at 11:00 AM. Technical and financial bids will be opened on the same day at 11:30 AM. Manual submissions will not be accepted.
Eligibility criteria include a minimum of 5 years business experience, registration with FBR and relevant tax authorities, and at least two relevant supply orders/contracts for each applied lot. Bidders must have a registered office in Lahore. Bid security in the form of Call Deposit is required as per lot specifications.
Samples are required for certain items as specified in the bidding documents. The approved samples will serve as a reference for quality and specifications. Non-compliance with sample requirements or specifications may lead to rejection of the bid.
Bidders are advised to carefully review all terms, conditions, and specifications in the bidding documents. The Procuring Agency reserves the right to reject any or all bids as per applicable rules. Payment will be made after satisfactory delivery, inspection, and acceptance of goods.
A practical tip for bidders: Ensure timely registration on EPADS v2.0 and submit all required documents including original bid security physically before the deadline to avoid disqualification. Also, pay close attention to sample approval requirements to ensure responsiveness of your bid.
