Procurement of Consultancy Services for Third-Party Validation, Performance Audit, Monitoring and Verification of Skill Development Initiatives & Tracer Research

The Pakistan Software Export Board (PSEB) invites eligible bidders registered on EPADS v2.0 to submit proposals for consultancy services under the contract titled 'REQUEST FOR PROPOSAL (RFP) FOR THIRD-PARTY VALIDATION, PERFORMANCE AUDIT, MONITORING AND VERIFICATION OF SKILL DEVELOPMENT INITIATIVES & TRACER RESEARCH UNDER THE INITIATIVE OF REVAMPING IT INDUSTRY LANDSCAPE' referenced as P93043. Items being procured: - Third-party validation - Performance audit - Monitoring and verification of skill development initiatives - Tracer research The procurement will be conducted through a Single Stage Two Envelope Procedure using Quality and Cost Based Selection (QCBS) technique in line with Public Procurement Rules 2004 and regulations issued by the Authority. All proposals must be accompanied by a Bid Security in the form of Pay Order, Demand Draft or Bid Securing Declaration as described in the bidding documents. E-bidding documents with detailed terms, conditions, specifications and requirements are available on the e-Pak Acquisition and Disposal System (EPADS) portal at https://epads.gov.pk/opportunities/federal/procurements/93043. Proposals must be submitted through EPADS v2.0 on or before Thursday, September 17, 2026, 03:00 PM. Proposals will be opened the same day at 03:30 PM. Consultants or firms not yet registered on EPADS v2.0 may register themselves at https://vendors.epads.gov.pk/. Eligibility criteria include registration on EPADS, compliance with FBR/ATL requirements, and adherence to bid security conditions. The procurement is managed by the Program Manager at Pakistan Software Export Board, Islamabad.
