Procurement of Consultancy Services for Drafting Regulations

Items being procured: - Study/Review of the Regulatory Framework and international best practices - Inception Report - Draft Pool of Experts Regulation, 2026 - Draft Pool of Independent Firms Regulation, 2026 - Draft Complaint Handling Mechanism Regulations, 2026 - Draft RFP, TORs and Criteria for selection of independent firm - Stakeholder Consultations - Submission of all Revised Draft Regulations - Incorporation of Feedback from the Board - Final Submission, presentation and Completion of the Assignment The scope covers detailed analysis of existing regulatory frameworks, drafting of statutory documents defining governance, eligibility, appointment, code of conduct, complaint handling, and stakeholder engagement. The assignment requires expertise in legislative drafting, regulatory compliance, and stakeholder consultation. Bidders must be registered on EPADS v2.0 and submit proposals online by the deadline. Bid security in the form of Pay Order, Banker's Cheque, Call at Deposit, or Demand Draft is required. The contract will be awarded to the lowest evaluated bidder meeting the minimum technical score.
