Procurement of Control Panel CP-50 and Relay Panel RP-4 by Islamabad Electric Supply Company (IESCO)

The Islamabad Electric Supply Company (IESCO) through its Project Management Unit (IESCO-PMU) invites sealed bids from eligible and qualified bidders for the procurement of control Panel CP-50 and Relay Panel RP-4 under NCB-284 with tender reference number P35057. This procurement is planned for the financial year 2026-27 and aims to supply high-quality electrical control panels to IESCO Regional Store New Wah, Islamabad Capital Territory.\n\nItems being procured:\n- Control Panel CP-50, Quantity: 4 units\n- Relay Panel RP-4, Quantity: 7 units\n\nThe technical specifications require compliance with P-151:2008 standards for generator control or protection panels. The procurement will be conducted under the National Competitive Bidding (NCB) method using a Single Stage One Envelope procedure with Least Cost Based Selection (LCBS). Bidders must submit bids through the e-Pak Acquisition and Disposal System (EPADS) v2.0 portal and provide bid security as specified in the bidding documents. Manual submissions will not be entertained.\n\nEligibility criteria include valid registration with FBR, relevant PEC categories, and demonstrated experience with at least two contracts of similar complexity totaling a minimum of Rs. 26 million in the last 10 years. Manufacturer experience of at least five years and satisfactory operation performance for two years is required. Financial capacity requirements include a minimum net worth of Rs. 10.5 million and average annual turnover of Rs. 39 million.\n\nThe delivery schedule is 120 days EXW basis and 210 days DDP basis after contract signing. Factory Acceptance Tests (FAT) and inspections will be conducted jointly with IESCO engineers. The contract includes a performance guarantee of 10% of the contract price.\n\nBids must be submitted online on EPADS v2.0 by Friday, October 2, 2026, at 11:00 AM, with bid opening on the same day at 11:30 AM.
