Procurement of Dedicated Logically Isolated Storage for Public Key Infrastructure (PKI)

Items being procured: - Unified SAN Storage Platform (All-Flash NVMe-based storage system) with dual redundant controllers - Redundant SFP Modules and I/O Modules supporting Fibre Channel and IP SAN networking - 100TB NVMe enterprise-grade storage capacity with high endurance SSDs - 3-Year OEM Warranty with 24/7 technical support and software upgrades - High cache memory, protocol support including Fibre Channel, iSCSI, NVMe-oF, and VMware integration - Data integrity, reduction, snapshots, cloning, replication, thin provisioning, and storage pooling features - Energy efficiency and smart monitoring capabilities - Data encryption at rest and in transit with role-based access control The bidder must be a Tier-1 partner of the OEM with certified engineers and have OEM registration in Pakistan for at least three years. The solution must be delivered within 16 weeks, with installation and commissioning completed within 12 weeks thereafter. Bids must be submitted electronically via EPADS v2.0 by 11:00 AM on October 1, 2026, with bid opening at 11:30 AM the same day. Original bid security must be submitted physically before the deadline. Technical evaluation will be based on a Least Cost Based Selection (LCBS) method with a 120-day bid validity. The bidder is responsible for all activities at NADRA premises to ensure successful deployment without remote connectivity for troubleshooting. Penalties apply for non-compliance with service levels. The contract includes a 10% performance guarantee and requires signing of mutually agreed SLA and NDA.
