Tender Description
The Islamabad Electric Supply Company (IESCO) Project Management Unit (PMU) invites bids for the procurement of Design, Supply, Installation, Testing & Commissioning of Asset Performance Management System (APMS) according to the revised PPMC specification No.PPMC-DS-01:2026. This project is based in Islamabad Capital Territory and funded under IESCO's own resources for the financial year 2025-26. The APMS will be installed on pole mounted distribution transformers ranging from 25 kVA to 630 kVA, providing real-time monitoring, load management, energy auditing, and safety features. The scope includes interfacing and configuration with the Advanced Metering Infrastructure (AMI) system as per the schedule of requirements. The technical scope covers smart metering and controlling devices, current transformers, molded case circuit breakers (MCCB), magnetic contactors, and enclosures designed to withstand local environmental conditions. The system will also optionally include oil temperature and oil level monitoring sensors integrated with the APMS. Bidders must be registered with PEC in category C4 with electrical code EE-05, possess valid FBR registration, and demonstrate experience with at least two turnkey contracts involving systems rated at 415V or higher completed within the last five years. The bid submission deadline is Thursday, May 21, 2026 at 11:00 AM via the e-Pak Acquisition and Disposal System (EPADS) v2.0 portal. Manual submissions will not be accepted. Bidders are advised to carefully prepare their technical and financial proposals, including earnest money in the form of call deposit or bank guarantee, and ensure compliance with all eligibility criteria. A practical tip for bidders is to register early on EPADS v2.0 and review the tutorial available online to avoid last-minute technical issues. The procurement process follows the Least Cost Based Selection (LCBS) technique under the Public Procurement Rules, 2004. All communications and clarifications will be handled through EPADS. The contract includes a 5-year warranty period and requires performance security of 10% of the contract price. The successful bidder will be responsible for installation, testing, commissioning, and configuration of the APMS with the AMI system, as well as replacement of transformers and associated equipment as specified. This tender represents a significant opportunity for qualified suppliers and contractors specializing in electrical and metering equipment to contribute to the modernization and efficiency of Islamabad's power distribution network.
