Procurement of Desktop Systems with 3-Year OEM Warranty

The Islamabad Electric Supply Company (IESCO) Material Management department invites bids for the procurement of Desktop Systems under contract reference P10709 for the financial year 2026-27. This procurement is specifically for delivery to the Regional Store Islamabad with a total quantity of 220 units. The procurement follows the Least Cost Based Selection (LCBS) method and requires bidders to submit their bids through the EPADS v2.0 platform by the deadline of Thursday, July 30, 2026 at 10:30 AM. Manual submissions will not be entertained. Items being procured: - Desktop Systems (Qty: 220 units) The technical specifications for the desktop systems include Intel® Core Ultra 5 processors with a minimum of 14 cores and Intel® 800-series chipset or higher, 16 GB DDR5 memory expandable up to 64 GB, 512 GB SSD/NVMe storage or higher, integrated Intel® UHD/Iris® Xe graphics, Intel® Gigabit Ethernet, Bluetooth® 5.2 or higher, Wi-Fi 6E or higher, OEM-branded keyboard and mouse (wired or wireless), Genuine Windows® 11 Professional 64-bit pre-installed, standard OEM tower casing with multiple ports including USB, HDMI, DP, Serial, Audio, RJ45, and LED-backlit IPS display of at least 23.5 inches with Full HD resolution and ergonomic stand. A comprehensive 3-year parts and labor OEM warranty including replacement of defective parts and onsite technical support is mandatory. Bidders must be registered with FBR, possess valid NTN and GST registration, and demonstrate relevant experience by having successfully completed at least two contracts of similar nature in the last three years. An average annual turnover of at least PKR 35 million and net financial resources of at least PKR 25 million are required. Authorized dealership certificates from the OEM or authorized distributor must be provided. No joint ventures are allowed for this procurement. The bid security must be submitted in the form of Pay Order, Call Deposit, or Bank Guarantee, and the original must be physically delivered to IESCO's office at Street no. 40, G-7/4 Islamabad before the bid submission deadline. Bids must be submitted online via EPADS v2.0 only. The delivery schedule requires full delivery within 90 days from the date of issuance of the Purchase Order. Inspection of goods will be conducted at the supplier's premises in Pakistan by IESCO's Inspection Committee. The supplier is responsible for all inspection expenses including TA/DA for inspectors. Rejected goods must be replaced at the supplier's cost without extension of delivery period. Technical bids will be evaluated on a 100-mark scale with a passing score of 100. Financial bids will be opened only for technically compliant bids. The contract price shall remain fixed and firm during the contract period. Performance security of 5% of the contract price in the form of a bank guarantee valid for 3 years is required upon award.
