Tender Description
The Transport and Mass Transit Department through the Sindh Mass Transit Authority (SMTA) is undertaking procurement of 50 Diesel Double Decker Buses to enhance public transport services in Karachi. This initiative aims to augment the existing Peoples Bus Service and cater to the high demand in densely populated and underserved areas of Karachi, including major economic hubs, hospitals, residential zones, and markets. The project is significant as it will improve connectivity among various mass transit systems in the city, providing safe, efficient, and comfortable urban transportation.
The scope includes preparation and review of bidding documents for procurement of buses and vehicle operating company, evaluation of technical and financial bids, contract agreement preparation, and assistance throughout the bidding process until contract award. The consultant will also develop financial and revenue sharing models, inspect buses, and assist in handing over. Technical specifications cover vehicle warranties, tools, spare parts, driver training, post-warranty maintenance, and compliance with accessibility and emission standards.
Eligible bidders should have relevant PEC categories, valid FBR and ATL registration, and proven experience in similar procurements. The tender emphasizes adherence to SPPRA rules and guidelines. The submission deadline is set for the end of June 2024, with all bids to be submitted to the Transport and Mass Transit Department Karachi office.
A practical tip for bidders is to ensure the Earnest Money Deposit and CDR are prepared according to the specified amounts and formats in the bidding documents to avoid disqualification. Also, carefully review the technical bid requirements to meet all specifications and avoid common pitfalls in documentation. This tender offers a valuable opportunity to contribute to Karachi's sustainable transport development and public service enhancement.
