Procurement of Engine Oil for Islamabad Capital Territory Police

The Islamabad Capital Territory (ICT) Police is inviting bids for the procurement of engine oil for various vehicle categories for the financial year 2026-27. This procurement is planned to support the operational fleet maintenance in Islamabad Capital Territory, ensuring optimal performance and longevity of police vehicles. Items being procured: - Engine Oil for Diesel Vehicles: 29,300 Liters - Engine Oil for Petrol Vehicles: 18,650 Liters - Engine Oil for Toyota Prius Cars: 2,400 Liters - Engine Oil for Motorcycles: 14,550 Liters The engine oils must comply with specified SAE viscosity grades and API service classifications, including SAE 20W 50 API CF-4/SF or equivalent for diesel vehicles, SAE 20W 50 API CF-4/SG/SL/SM/SN or equivalent for petrol vehicles, SAE 10,20 W 40,50 API CD/CF-4/SL/SM/SN or equivalent for Toyota Prius cars, and SAE 20W 40 50, API SG, SF or equivalent for motorcycles. All oils should be supplied in original sealed containers with proper labeling including brand name, batch number, manufacturing date, SAE grade, and API classification. Bidders must be registered with SECP or relevant business registration authorities, hold valid NTN and STRN certificates, be on the Active Taxpayer List (ATL) issued by FBR, and be registered on the PPRA e-PADS system. Manufacturer's Authorization Certificate and original Technical Data Sheet must be submitted where applicable. The procurement will follow a Quality and Cost Based Selection (QCBS) method with a bid validity of 355 days. The deadline for bid submission is Monday, July 27, 2026 at 11:00 AM via EPADS v2.0. Manual submissions will not be entertained. Bid security in the form of Pay Order, Call at Deposit, Bank Guarantee, or Demand Draft must be submitted physically before the deadline at Sector H-11, Islamabad Capital Territory. Technical bids will be opened on the same day at 11:30 AM. A practical tip for bidders: Ensure complete and compliant documentation including bid security and technical data sheets are uploaded on EPADS v2.0 well before the deadline to avoid disqualification. Early registration on EPADS v2.0 is recommended to facilitate smooth bid submission.
