The Pakistan Airports Authority (PAA) is procuring specialized equipment for establishing a radio link between the Localizer, Glide Slope, and Emergency Control Room (ECR) for communication and status monitoring at Quetta International Airport (QIAP). This procurement is specifically managed by the Logistics ANS Branch at PAA Headquarters, Karachi, with delivery and installation at QIAP Quetta. The scope includes supply, delivery, and installation of radio link equipment as per detailed technical specifications provided in the bidding documents. The procurement follows a single stage two-envelope bidding procedure under PPRA Rule 36(b).
Bidders must be registered with the PPRA EPADS portal and comply with all eligibility criteria including valid NTN certificates and appearance on the Active Taxpayer List (ATL) of FBR with 100% compliance for sales tax. The technical bid evaluation will be conducted on a complete package basis, meaning all line items must be quoted and technically compliant for the bid to be considered. Financial bids will be opened only for technically qualified bidders. The delivery period is within 60 days from the date of contract signing.
The bid security amount is Rs. 75,000 and must be submitted physically in a sealed envelope before the bid submission deadline, with a copy attached online via EPADS. The successful bidder will be required to submit a performance bond equal to 10% of the total contract value within 15 days of contract award. The warranty period for the equipment is one year with free replacement of any defective parts. Bidders should ensure all documents, including technical literature, NTN, GST/NTN certificates, and proof of ATL compliance, are submitted as per instructions.
The bid submission and opening will be conducted electronically through the PPRA EPADS portal. Physical bids must be submitted to the Logistics Center (South), JIAP Karachi.
