Procurement of FDI Vaccines for the Financial Year 2026-27

The Federal Directorate of Immunization (FDI), Ministry of National Health Services, Regulations & Coordination, Government of Pakistan, invites technical and financial bids through EPADS v2.0 on Delivered Duty Paid (DDP) basis at the FDI office, Prime Minister's National Health Complex, Chak Shahzad, Park Road, Islamabad. Bids are invited from Original Manufacturers, their Authorized Agents and Suppliers in Pakistan registered with Income Tax and Sales Tax authorities and appearing on the Active Taxpayers List (ATL) of FBR for the procurement of FDI Vaccines for the financial year 2026-27. Items being procured: - bOPV-20: 13,070,861 doses (Delivery in 3 installments: 4,356,953; 4,356,953; 4,356,955) - BCG-20: 9,860,407 doses (Delivery in 3 installments: 3,286,802; 3,286,802; 3,286,803) - Td-20: 771,225 doses (Delivery in 3 installments: 257,075; 257,075; 257,075) - Pentavalent-10 Co-financing share of FY 2026/2027: 16,159,708 doses (Delivery in 3 installments: 5,386,569; 5,386,569; 5,386,570) The procurement requires compliance with Public Procurement Rules 2004, including submission of Bid Security in the form of pay order/bank draft/call deposit receipt/bank guarantee in the name of the Drawing & Disbursing Officer of FDI, Islamabad. The original bid security must be submitted in hard copy before the bid submission deadline, while a scanned copy must be uploaded electronically through EPADS v2.0. Technical proposals without the required bid security will be rejected. Interested bidders must register on EPADS v2.0 and submit their technical and financial proposals electronically only. Manual submissions will not be entertained. Bids must be submitted by 11:00 hours on 24th September 2026 (Thursday). The bids will be publicly opened at 12:00 hours on the same day in the Conference Room of FDI by the Federal Procurement Committee in the presence of bidders or their authorized representatives. Bidders are advised to quote their best and final prices as negotiations after submission are not allowed. The Competent Authority reserves the right to reject any or all bids as per Rule 33 of the Public Procurement Rules 2004. A practical tip for bidders: Ensure timely registration and submission on EPADS v2.0 and prepare all bid security documents in advance to avoid last-minute issues. Strict adherence to the bid security submission process is critical to avoid disqualification.
